Teddy is a juvenile dog eliminator who leads dogs (such as strays) into traps to have the dogcatcher take them away in the television series' second episode "Field Trip." He lives with his grandmother who takes care of stray dogs.
In the beginning, using a remote-controlled car disguised as an old lady with a grocery bag dropping dog biscuits, he leads Charlie and Itchy into a trap to have them eliminated, unaware that Charlie and Itchy, with plans of their own, got the dogcatcher locked in his own truck instead.
On the mission, in which Annabelle takes Itchy's place because Charlie doesn't want him tagging along anymore, they catch Teddy setting his trap. Annabelle tells him it isn't nice. When Teddy, unaware who said that, asks her to mind her own business, but Charlie, revealing himself and her to Teddy, says it is their business. He bites the rope holding the cage up and traps Teddy, whom Charlie uses Annabelle's necklace to turn into a dog.
As a puppy, Teddy goes after a cat, even though it means getting into the street and into pipes on a truck leading to a construction site. At one point, chasing the cat, he gets onto a beam that is being lifted by a crane and gets down.
Eventually, when Teddy, Charlie, and Annabelle are taken to the pound, Charlie and Annabelle reveal that he was the one who put other dogs into the pound. Teddy then realizes his mistake (not to mention Charlie realizing his and admitting it, causing a no-longer-needed Annabelle to vanish, and a needed-after-all Itchy to return and free them and lock the dog catcher in. Charlie and Itchy then bring Teddy back to his house, and he apologizes to his grandmother and gives her his love, and he is turned back into a human. He begins to treat the other dogs nicely.
It is unknown who did Teddy's voice, and whether he was voiced by an actual boy or a woman.
